Over 65,000 tests found fake and manipulated at AAP’s Mohalla Clinic

A preliminary inquiry into the alleged ‘fake lab tests’ done on ghost patients at Mohalla Clinics by the Anti-Corruption has revealed that 65000 ghost patients underwent pathological tests at clinics through private labs from February 2023 to December 2023, an official said on Saturday.

“The preliminary inquiry has revealed that during the period from February 2023 to December 2023, nearly 22 lakh tests were conducted by the two private labs for which Rs 4.63 crore by the Delhi Government. Out of this, more than 65,000 tests were found to be fake or manipulated”, added the official.

However, a Delhi govt source said that the city govt will not tolerate any kind of wrongdoing in the functioning of Mohalla Clinics or any other dept. Strong action will be taken against the guilty, it added. Meanwhile, calling for a thorough CBI investigation into the case to ensure transparency and accountability, city BJP chief Veerendra Sachdeva alleged that “Delhi has a government with a long list of corruption cases, and recent revelations about a major scam in Mohalla Clinics popped up by the Delhi government, confirm the extent of corruption”.

The ACB official further claimed that a random tele-verificaiton of mobile numbers of patients at both private labs has revealed that a large number of tests were conducted on either invalid mobile numbers or mobile number not related to the patients. It revealed that they had never visited not got any test done at Mohalla Clinics. The official said that an overwhelming 63 per cent had neither got any test done, nor visited any Mohalla Clinic ever.

The analysis of two private laboratory’s – Agilus Diagnostic & Metropolis Healthcare – patient data showed that some test were done on blank number, some where done on mobile number of ‘0’ and some mobile numbers were repeated more than 130 times. “It also emerged that the Lab Management Information System (LIMS), containing the name and mobile number of the patients, was also developed, operated and conveniently manipulated by the two private labs,” he said.

The report has found that the two private vendors have “full control and access” over the data and system software and hence, the possibility of manipulation of data could not be ruled out, officials said. The cost of conducting different tests at Mohalla clinics varied from Rs 100 to Rs 300.
